Islam does not prohibit a person from going into a non-Muslim country for the purpose of better education or sustenance as long as one can ensure the protection of practice of Islamic teachings and beliefs. If they will be able to freely practice Islam in that country and they will be able to protect themselves from any evil temptations.
When you choose to live in a country and accept their laws then you must pay their taxes fairly and honestly as well. If your taxes are being used in a wrong and disapproved purpose then you will not be directly held responsible for it. However, you must raise your voice of disapproval in such cases in legal ways.
And Allah knows best.
