The cutting of hair is not prohibited for a woman categorically. In fact, there are sometimes when a Muslim woman is required to cut her hair such as the time of Hajj or Umrah. Shaving the head hair is always prohibited unless it is due to a medical condition.
The Muslim women are allowed to cut their hair as long as it does not resemble the hair of men.
And Allah knows best.
