I need advice regarding qasr salah and the moon sighting situation in Canada.
I live in city X. My parents live in city Y, 170 kms away from city X, and I visit and stay with them every weekend (go Friday evening and come back Sunday evening). My work keeps me in city X during weekdays. However, I never stay in city X or city Y for more than 15 days in a row. I have my official address in all government issued documents as that of city Y (my parents city). But, I consider myself muqeem of city X, since I spend more time here and offer qasr salah in city Y every weekend.
In city X, the local masajid follow the global sighting rule and moon sighting in Saudi Arabia is used to decide on the month end/beginning. My family and I follow the local sighting rule to determined month end/beginning. The month end/start dates can sometimes differ from one method to the other.
I have done a lot research about the moon sighting issue on the web which has only increased my confusion. Someone told me that I should follow my local masjid.
Here are my questions:
Q1: Should I consider myself muqeem at city X, city Y or both?
Q2: How should I offer my salah in each of the cities, i.e. as muqeem or musafir?
Q3: How should I observe fasts (Ramadan and other recommended fasts) and Eidain? If I observe the "follow your local masjid" advice, which masjid should I consider local? (I don't go to masajid very often)

1, 2- If the city where you live for your work is not a home for you then you will continue to perform Qasar there as long as your stay does not extend to 15 days or more. The city of your work may be considered your home if you have a family living with you there. If you have family in your city of work and you consider the city of your parents to be your home as well then you will perform full Salah in both places. You will only perform Qasar while you are traveling between the two cities as the distance between the two cities is greater than 80 KM.
3- The local sighting and global sighting methods of starting Ramadhan and observing Eid are both correct. You should follow the decision of people in the city where you are living as long as it is not based on a third method. So, if you are in your city of work and Ramadhan's beginning is announced based on the global method then you should start Fasting and if you are in the city of your parents and the Eid is announced based on local sighting then you should celebrate Eid with them. In either case, you have to make sure that the minimum number of Fasts for you is no less than 29. If you eneded up Fasting for 28 days for instance then you would have to make Qadha for one day after Eid.
